The coordination of the International Liaison Committee of Workers and Peoples (ILC) was held in Paris on 7 and 8 September

The ILC coordination met again in plenary session (some absent comrades were excused) three months to the day after its latest meeting, which had prepared the first meeting of the International Liaison and Exchange Committee (ICLE), held on June 8 and 9, 2018

THE AGENDA COMPRISING ESSENTIALLY:

A general discussion on:

• the outcome of the constituent meeting of the ICLE;
• the latest developments in the world situation;
• the current developments in the workers’ and democratic organisations on the way to the construction of an authentic political representation of the working class.

A review of proposals on current initiatives (the prospects of the West African conference in Lome, in particular) and the calendar of the next deadlines (convening of the second meeting of the ICLE, etc.).

After an introduction to the general discussion recalling in particular the objectives assigned to the ICLE, the coordination confirmed the success of the constitutive meeting of this “convergence centre” advocated by the 9th ILC Open World Conference in order to “continue the political dialogue, on the basis of the experiences of resistance, of the struggles that are taking place within the workers’ and democratic organisations, in order to overcome the obstacles in the united fight for the social and democratic emancipation of the workers and the peoples” (see Informations Ouvrières , No. 507, week of June 14 to 20, 2018).

Political success, given the importance and representativeness of the delegations, but especially the common understanding that emerged from the discussions on the world events marked by imperialist wars and barbarism, despite the diversity of experiences (imperialist countries/ dominated countries). The conclusions of the ICLE were sent to all the signatories of the call to the 9th Open World Conference.

Since the holding of the ICLE, three months ago, the decomposition of the capitalist system has been exacerbated, attacking all social conquests and threatening to dislocate States around the world. All the reports presented to the coordination have attested to it: regressions and barbarism are spreading on all the continents, accompanied in the countries concerned by the betrayal or the alignment of the parties claiming fraudulently of the working class or the struggles of national liberation.

On all continents dislocation is threatening

But at the same time, on all the continents, in the imperialist countries as well as in the dominated countries, the resistance and the popular struggles of the workers, of the youth, are organised against these regressions, against the barbarism.

The Middle East, for example, where despite the arrests and attacks to strangle all forms of resistance, despite the initiatives of US imperialism against Palestinian refugees (“the Agreement of the Century”), despite the betrayal of the Arab leadership, new forces are structuring and coordinating, with the determination of youth in the West Bank, in Gaza, in refugee camps, against the barbarity of the Zionist entity of Israel, the return of refugees constituting the central demand of the Palestinian people.

In Azania / South Africa, facing both the pressures of US imperialism to stop its support for the Palestinian people and the consequences of the influx of refugees, where new trade union and political forces clash with multinationals, denounce the policies ANC pro- imperialist government and DEMAND AN agrarian reform.

In West Africa, where, in Togo for example, an unprecedented popular mobilisation calls for the end of the pro-imperialist, anti-social and corrupt regime by refusing a false “way out of the crisis” by means of new fraudulent elections which are being secretly prepares by the institutional parties of the failed “democratic transition”.

In South America, where in Brazil, for example, the popular mobilisation imposes, by appropriate tactics, the presence in the presidential election of October 2018 of Lula, the natural candidate of the progressive forces improperly imprisoned: thus is polarised, against a candidate of corrupt pro-imperialist oligarchies, an election campaign likely to open a phase of political convulsions that can trigger a revolutionary process…

“Great upheavals are coming”

Concluding his work on the examination of the world situation, and considering in particular the decisions of the President of the United States, first imperialist power, the coordination declares: “Great upheavals are announced”. As a result, the responsibility for the coordination of the International Workers ‘and Peoples’ Agreement concerning the collective construction, through the establishment and concrete implementation of appropriate initiatives, of the way towards a genuine political representation of the working class and the oppressed masses as a response to the upheavals under way and those that are on the horizon. This will fulfil the mandate given to the EIT by its 9th OWC.

CONCLUSION OF THE COORDINATION’ WORKS

• The next coordination meeting, is to be held in Algiers (in accordance with the alternation principle), prior to the second session of the ICLE;
• The meeting of the ICLE, whose composition will have to be enlarged (in particular to “Anglophone” countries (Ghana, Nigeria…), is proposed to also be held in Algiers;
• The West Africa regional meeting in Lome (Togo), initially planned for November 2018, is postponed;
• The next ILL newsletter will give the proposed dates for these deadlines, taking into account, in particular, the upcoming electoral prospects marking the national calendar of several countries involved. In any case, the program of the future activities of the ILC cannot be realised before the first quarter of 2019.
